Thermal vs. performance in XP

In XP there is a way to configure your system for either
better performance or better heat management. I found it
once, but can't seem to find it now. My laptop fan comes
on after about 3 minutes and it is quite loud and getting
quite annoying. If anybody knows how to configure this
I'd really appreciate knowing how.

If your laptop has Intel SpeedStep support and you have the the
"Portable/Laptop" power scheme selected (in Control Panel \ Power
Management), then Windows XP will automatically handle speedstep for you.

As for fan speed and such, this is totally handled by your system's BIOS.
Some systems (such as some models of Dell Inspiron) will let you control fan
speed with a third-party program. However, this is outside the scope of
Windows.
