There is a delay every six seconds in Outlook. Why?

I just bought a new computer and had Outlook Express moved over from my old
machine to Outlook 2003 on my new machine. But there is a serious problem
with Outlook. It seems to have a delay. Every 6 seconds it stalls for 3
seconds, no matter what I'm doing -- whether it's opening or closing files,
moving along the tool bar, browsing through emails, etc. Outlook simply
stops for 3 seconds and then plays catch-up as it resumes.

This is incredibly frustrating and I can't find the source for it. Is it
something to do with Outlook Express, or with Hotmail? Is something
buffering?

All ideas welcome and sincerely appreciated
 
In Advanced options, I have WARN BEFORE DELETING; sHOW PASTE OPTIONS BUTTONS;
USE UNICODE MESSAGE FORMAT WHEN SAVING MESSAGES and ALLOW SCRIPT IN PUBLIC
FOLDERS checked.

In ADD-IN MANAGER I have checks next to GOOGE DESKTOP SEARCH, EXCHANGE
EXTENSIONS PROPERTY PAGES and FAX SERVER EXTENSION.

In COM ADD-INS I have both GOOGLE DESKTOP OUTLOOK TOOLBAR and QURB OUTLOOK
ADD-In checked.

And Vijay, I'm sorry but I don't know how to run outlook in safe mode. I'm
not sure what to type in the RUN box.

Vijay, I did figure out how to start outlook in SAFE mode. Alas, the
stall/delay is there in this condition as well.

I do hope my last email gives you some insight that can help.

There are no problems with other office applications at all. Word, Excel,
the internet, everything else is fine.
