Themes/Navigational bars not publishing

When updating (using FP2000) my website after a very long time, I was unable to get the theme and navigational bars to show up on the website after republishing. These elements are there in my normal view and preview, but don't show up on the web. My host server has reinstalled the server extensions several times, but that has solved anything. The host is using 2002 server extensions and maybe that's a problem, but don't know. Any suggestions would be most welcome.
 
the 02 extensions shouldn't be a problem. could you elaborate on your
publishing process?

How are you Publishing? FTP or Publish?
Try Recalculate Hyperlinks, then do a full Publish and see what happens.

I'm BORED! OK. I'm waiting on a couple of things and looking at an
insurmountable pile of stuff I don't want to do. it's refreshing to see
problems I've had and overcome in the past. It's like reminding myself of
accomplishments. ;-)

After updating some images and saving them all, I use publish to put the site on the server. I've tried recalculate the hyperlinks. No change. I've gone back and forth with the hosting server, but they haven't been able to help. The last thing they tried was to clear everything and I was to publish again from scratch. Same result. I know that everything looks ok on my computer and after publish I get the notice that I have successfully published the site. I know that the pages get published because I can look them up individually thru my browser by typing in the page name after the name of the site. There just isn't anyway to navigate the site and the theme elements are not there.

Before you open FP find and delete any web cache files (*.web) at
Usually in
%userprofile%\Application Data\Microsoft\Web Server Extensions\Cache
typically that's
C:\Documents and Settings\<USER>\Application Data\Microsoft\Web Server Extensions\Cache
Open FP and before you publish run a Tool recalculate hyperlinks
Then verify the location you are publishing to using File Publish Web/Site
- not the publish button

I tried deleting all the cache and recalculate hyperlinks, then publishing but only with the same results. Still no navigational bars. The last suggestion from my hosting business was "I can not find anything wrong with the frontpage setup for your site. If you would like, I can backup your site, then empty the html directory. This way you can try to publish with a fresh set of frontpage extensions." which I will try next week if I can't discover something over the weekend. Check your Navigation view and run a Tools Recalculate Hyperlinks, then File Preview in browser from the home page
- do you see the left navigation in the browser?
