Theme not publishing on web

Fp2003 I uploaded a web page using FP2003 but the theme colors do not
upload. They are in my files on my computer but they are not included when I
upload. I asked the server help line they they said that no theme files were
uploaded.
Everything else works, but my page has a white background and black text on
the web. There are no theme colors on the published web pages.

Did you publish the entire site with the Change Page Only option selected under File Menu | Publish
Site?
