The web page could not be saved to the selected location

I discovered that from time to time I failed to save the web page using Save
As a single file with above error message. The selected location has no any
issue including space and right. Is it the web page restriction? Any fix?

I also suffer this from time to time and I think it's a restriction
embedded into the web page but I'm not 100 percent certain.
You can sometimes get around it by saving it in HTML format,
although that's more messy, and of course you can print it off.
