The Typing in All Caps

From time to time in nearly every application where I type I get stuck in an
ALL CAPS mode. It is usually after I apply and unapply the caps lock key. I
turn off the caps lock the indicator on the keybord goes out, but the text
stays in all caps. I I turn the caps lock back on I can type in lowere case,
but I get all the special characters instead of numbers. I have looked at
the accesability options and there is nothing to indicate that the sticky
keys or any thing else is turned on.

I have to restart to get it back to normal.

I had a mouse cause this fault once changing the keyboard failed to cure it
but that was a ps2 mouse and keyboard
