The system administrator has set policies to prevent this installation

I recieve the follwing message from the windows installer :

The system administrator has set policies to prevent this
installation.

The error occurs when i try to install Access into an
existing office 2000 installation.

How can i add Access to this Office installation .

If you log on locally make sure that the account you are
using has full administrative rights. If not log on as
Administrator and make those changes.

If you log on to a domain and you are not a sys admin
contact your administrator, they can change this policy.
If you are a sys admin log on using the administrator
account and load the application from there

It sounds like the administrator has disable Windows
Installer.

If you're not an local admin to the machine, you need
someone with elevated priveleges.

I am logging on as Admin.
But the previous admin who doesn't work here anymore het
set thes policies i think.
And i don't know where to change them.
