The SP4 Download

I am trying to download SP4 but everytime I do it comes up
with these two messages:

The SP4 EXPRESS_EN(1). EXE file is linked to missing
export NTDLL.DLL:strstr

and:

Windows cannot access the specified device, path, or file.
You may not have the appropiate permissions to access them.

Does anyone know what they mean and can anyone help?

Click Start on the taskbar and then click Run. Type the following and click
OK:

winver

What is the name of the operating system?
