The Protect Document drop down list is greyed out.

I created a flier with form fields and tables and need to send it out in
email and the Protect Document dropdown formatting and editing restriction is
greyed out. Went into the Control field and Properties is greyed out also.
How or what is wrong with the document that it won't allow it to be write
protected?
