The page cannot be displayed

This is a strange problem that just started occurring
recently. I am hooked up to the internet via a router
that connects to the DSL. I changed nothing, but all of
the sudden, when I open an IE window, it displays the
message "The page cannot be displayed". This only happens
when I open it. If I press "Refresh" or go to any other
web page, I have no problem, it is just when I open a new
browser. This sounds to be a trivial problem, but it is a
hassle and it is beginning to bother me. Any help is
greatly appreciated.

Jun Toy,
You may need to clear your TIF as you may have a corrupt file there.

Close all instances of OE and IE
Control Panel | Internet Options | General tab
Click the "Delete Files" button, when prompted place a check in:
"Delete all offline content", click OK
Click the "Clear History" button, click OK.
Click the Settings button, adjust the TIF size to 50 mb, click OK

Possibly your cache folder is corrupt:

Well, I tried all of the suggested methods for removing or
getting rid of the problem, but nothing seems to have
worked. I couldn't delete the actual folder (even when in
Admin because it said it needed the folder to work
properly) so I just deleted all the contents of it. I
went to the alternate website as well, and tried that
method, but again to no avail. Any more suggestions?
Like I said, it won't come up, but when I hit refresh, it
will come up no problem. Would it help to reinstall IE?
