The page cannot be displayed/cannot down load

I have been trying to fix these problems for more than two
weeks; one problem was fixed regarding virtual memory and
paging sizes;
But the two remaining problems are that I cannot down load
IE, XP, OE service packs or their patches-
I always get the error message
"the software you are installing has not passed Window's
logo testing to verify compatibility with Windows XP- it
will not be installed"

I also still cannot get into many sites- I get
"The page cannot be displayed" I have always been able to
connect and get home pages but not after those pages-

Thanks for the assistance before, but I still need more
advice
