The Outlining toolbar doesn't exist!

I am trying to change the way the outline format displays, such as using
Roman numerals for the main sections, but I don't even have the option to
ACCESS the Outlining toolbar. Where is it???

Try right-clicking on your toolbar and then selecting Outlining. I hope

What version of Word are you using? In any case, the Outlining toolbar is
not what you would use to change the number formats; for that you need
Bullets and Numbering. See
