The Open Report Action failed

Why would a person using Access 2003 database receive this error message when
trying to open a report: The Open Report Action failed. Any ideas? Thank
you.

Several reasons, among them:

The report had no data and the report's OnNoData event was set to
Cancel = True, and no one trapped the resulting error 2501.

You have some code in the report's open event which cancels the report
if certain other criteria is not met (such as a form being open), and
no one trapped error 2501.
