The Mystery of adding black borders during video input

I'm trying to find the facility that allows black horizontal borders to be
extended in size to cover interference caused by tracking problems, etc when
recording from video tapes. I know this IS available as I stumbled across it
accidentally a few days ago but since then I've been totally unable to find
it despite searching meticulously through every possible setting under the
'Capture Video Device' screen of the Video Capture Wizard. I've searched
Google, Yahoo and, of course, this forum using keywords 'borders', 'tracking'
and 'interference' but have been unable to find a single mention of this
facility! I'm even beginning to wonder if I actually dreamt the whole thing!!
Am I going mad? I'd been very grateful for anyone who let me know either way!

I didn't think MM could do this for you, you'd need to add some custom xml
files to achieve it.
