the msi safe mode problem

hi,

one of my users told me that when he clicks on a word
document he cannot open or launch ms word so he has to
open word first, then find the document using open command.
i tried to repair or reinstall the office 2000 but it gave
me an error that you are running is safe mode and/or
windows installer cannot work. what could be the problem
and how can i install windows installer for my win2k
client if it is the problem?
