I get hundreds of these patches every day. Filling my Yahoo mailbox where
the Yahoo morons try to sell you a bigger mailbox. Since they know the file
contains a virus (it says so if I ask them to scan the file) why don't they
delete them instead of propogating the virus. Quarantine the virus not
continue to propogate it. They ignored my email on the subject. Why doesn't
Microsoft do something about it?

The mails are not from us.
We cannot prevent any person spoofing the header in an e-mail.
Have you considered blocking your mailbox from receiving any mail from
person not in your address book or similar techniques (possible with
Hotmail, not sure about the Yahoo service)
Also you may wish to not use a real e-mail address when posting to
newsgroups etc.

Do you really think that microsoft is going to take time
to find each and every person who sends spam to you?

If your having a problem with yahoo mail, its really not
microsofts problem.

How do you block the mailbox from receiving mail from a person not in your
address book?

That depends on the e-mail product you are using
It Hotmail it is simply a case of setting your Junk Mail filtering level to
Exclusive, Yahoo have Spamguard but I have not checked their settings.
Other mail systems vary (such as rules or macros)
