The MAPI Spooler could not be started

When I try to open up one of my users mailboxes I get the
following error:

The MAPI Spooler could not be started. Close and then
restart all mail enabled applications.
MAPI 1.0 [000004C]

Obviously restarting Outlook doesn't help any.
Outlook 2002, Exchange Srvr 5.5
