The import and export command is not available Outlook Live

I installed Outlook 2003 after signing up for Outlook live. I get the error
import and export command is not available, run setup again. There was no
place in set up to configure import/export. I have Office XP installed for
the rest of the office suite, this is the only 2003 component that I have
installed - it is the subscription services option that I am using for my
hotmail account. Checked language in Microsoft Office XP Language Settings
and in Microsoft Office 2003 Language Settings both say English(U.S.)

What are you trying to import or export and to which program?
 
I can't even choose the option in Outlook under File/Inport and Export . . .
I get the error immediately.

But I would like to import or export contacts from Excel. I was able to do
this using Outlook 2002 and the Outlook Connector but since I installed
Outlook 2003 the option always fails with the error msg.

I don't know enough about Outlook Live to be able to say whether or not
import and export are allowed. It is allow in standard Outloook 2003.
According to http://www.slipstick.com/outlook/mool.htm, Outlook Live doesn't
have the ability to export or import.
