The icon for replies and forward an email appears intermittently

I have an user who has a laptop (HP), the icons (arrows) for replies and
forwarding an email intermittently turns it self off and on. We have to
reset the field to retrieve it back but it does not stick.

How did you reset the field? I am having a similiar problem.
 
Drag the icon field off the Outlook the Outlook bar and use field chooser to
reselect the field and place back on the bar.
