the Help & Support feature in Start Menu doesn't work

I run Windows XP Professional with SP1. Recently I've had problems getting my
desktop shortcuts to work (i.e., clicking on a shortcut would create an error
message and/or a blank IE page). While trying to fix that problem (which is
still not completely working -- sometimes the links work, sometimes not and
sometimes IE opens two pages, one blank and the other the link I was trying
to open), I had tried to do a Restore to when things worked. But, clicking on
Help and Support in the Start Menu doesn't work at all. I click on it and
nothing happens. To get to the restore function I then went to Accessories
and System Tools.

How can I get Help and Restore to work again?
Also, why doing three different Restore points (3 days, 7 days and 3 weeks
back, did Windows end up telling me that it "changed nothing on the system"?
3 weeks prior my system was definately working just fine, yet Restore didn't
revert back to that time.

p.s. I know just enough about Windows OS to be respectful AND
scared-to-go-anywhere-near-anything-having-to-do-with-the-registry for fear
of destroying all my data, so if Run commands are required, please instruct
me like you might Homer Simpson ("To Start, press any key.....Where's the
"Any" key?"), assuming you're dealing with a total neophyte. Thank you. :^ )
