The only way I've been able to get it is with ALT 0128 (on the numeric
keypad).

What is "Gr" as in Alt Gr 4?

The key to the right of your space bar.....

The key to the right of my space bar is another "Alt" key and so is the case of the rest of the
keyboards in our office, including a laptop.
Do some keyboards have "Gr" to the right of the space bar? Alt 0128 = ?

US keyboards don't. Those in the UK do. I'm not sure about
keyboards in other parts of the world.

The Microsoft Knowledge Base states ALT 0128. 0128 must be typed on the
numeric key pad. This is to the right of the normal keys or on an overlay on
a laptop. A laptop must be switched to use overlay. On my Toshiba the switch
is Fn F11.

Is there an easier way that will work for everyone?

I use a little freeware background program called AllChars. This
lets me type many common special characters (many of these are
used in other languages) including the Euro symbol by pressing
the ctrl key followed by a two character mnemonic combination.

For example, for € the two characters are e and =. For ñ they are
~ and n. For ç it's c and , For ü it's u and "
