The email notification envelope icon doesn't show

I have ticked the option in Outlook 2003 for showing an envelope icon when
email messages come in, but it doesn't happen. I have recently upgraded and
no longer have the option of a little box popping up in the middle of the
screen informing me I have new mail. Instead there is another option - a 30
second (max.) transparent box notification, but that only works when an email
arrives in my default Inbox, not in my other folders. So at the moment I
have to keep checking Outlook for new messages. Can anyone tell me why the
envelope icon doesn't show even though I've ticked the option? That was the
one that worked best for me.
 
The envelope doesn't show for items moved by a rule. This was done based on
feedback.

You can create a rule to show a New Items window or configure the Desktop
Alert to stay longer than 30 seconds;
