i am missing the above dll file and dont have any windows disk with my DELL
computer , what can i do or where to get it ?

If I go Start:Run and type in DXDIAG, it should be listed in there.
Look under "DirectX Files" and sort alphabetically. This is the
entry I see on my computer (Win2K DX9c or so).

ksuser.dll: 5.03.0000.0900 English Final Retail 12/12/2002 00:14:32 4096 bytes

DirectX can be installed over and over again, without harm.
Note that you cannot "downgrade" DirectX, so if you install DirectX 9c
over DirectX 7, you cannot (easily) go back to DirectX 7 again.
This is only an issue for some really old games.

Just put the file name into a Google search

and you will get some hits as to where you can download it
