Text Wrap in Report

I am trying to wrap the text but it not not working. I
have set the properties "Can Grow" = Yes. Only one of the
text line are wrapping. All other lines just show an extra
blank line below the text that should be wrapped.
 
Make sure that the section in which the control is, is also set to Can
Grow/Shrink.
