Text Wrap in Outlook 2003

When creating or forwarding email, the text will not wrap. I've tried going
into the 'regedit32' as recommended in Outllok help, but the file does not
contain the wraptext command that is specified. When creating the email, it
appears as if it is properly wrapping the text, but once sent, the text
appears in one line.
