After updating our PC's to Windows XP, now when opening a text file from a website - there is no option to save it, it must be displayed first (it is a site that we use on a regular basis for collecting reports) - I want to force it to open in Notepad not a web browser. Our file associations are set to use Notepad and Notepad is used if I try to open a file off any drive - it is only when I try and open the text file from a website using Internet Explorer.

Can you right-click on the link and use Save as... ?

Otherwise use View, Source and use Notepad's File, Save as...
command.
