Are there any free native Windows text editors out there with a
powerful macro language (not just recording key sequence)?

At least 2.

Emacs and its offshoots: <http://www.gnu.org/software/emacs/>

vim: <http://www.vim.org>

Both have Windows versions, both have very powerful scripting languages
(for variant values of "powerful"). Comparing lisp to just about
anything else is difficult.

Both Emacs and Vim aren't really native to Windows...
Hmmm, perhaps not, but I've been using them (in graphical mode, i.e.
gvim and Xemacs) on Windows since so long agao I can't recall. At least
Win95, possibly earlier NT 3.1?
