Text does not Wrap, but Wrap Text is Selected

When I have a large group of text in a cell sometimes the
text towards the end will not wrap. This occures even if I
increase the row height.

Wrap text is checked in Format Cells.

How do i correct this?
 
I bet that this cell has a lot of characters in it. Sometimes if you add a few
alt-enters (line breaks within the cell), xl will act nicer.
