Text based buttons?

Hi, I'm tasked with changing the image based buttons on our site to non-image
based buttons...(!)

I can use a hyperlink but these buttons should also have a border around them.

This can't be hard can it? I'm sure I'm missing something...

You should be able to supply whatever CSS style attributes you need to the
controls.
