Terminating an IP Connection

What is the best way for terminating an IP connection?

Say, I've got an IP number 198.162.1.100 trying to connect to a port,
how can I terminate the connection in a simple and effective way done
in C#?

Sounds like some kind of firewall. Can't help you with C# but there are
several C/C++ open source libraries, for example LIBPCAP:
http://www.tcpdump.org/ and applications like http://www.ethereal.com/
