Hi,

i don't think that windows 2000 terminal server could do
it as your questions even on a cluster...
windows 2003 session directory could resolve it, we're
using the one which is getting better...

You will find the setting in Active Directory Users and
Computers. Select a user and open the properties. Under
the Settings Tab select "From Originating Client Only".
