Terminal Services Licensing Server will not issue available licens

Terminal Services Licensing running on Windows 2000 server (DC) will only
issue 6 temporary licenses to a newly developed member server. Licensing
server in question will issue licenses to a previous member server with no
trouble since there are currently over 75 activated and available License
Packs installed. Any assistance with regards to Licensing would be greatly
appreciated.

Windows 2000 TS licensing is on a per machine basis. You should only need
one license per machine, and windows 2000 machines have a built in license
to connect to Windows 2000 TS.

Are clients unable to connect to a W2k TS or is the TS unable to contact a
license server?
What errors are you seeing when attempting to connect and in the event
vewier on the TS and the license server.
