Terminal Services and User Groups

When using Terminal Services, some of our users can log on, others can't. When I make a user an administrator, they can log on no problem. How can I get a group (in our case "office") to log on using Terminal Services (on the TS profile of each user it is already ticked off "allow remote log in". At present when a non-admin tries to log on they get the following error message "The local policy of this machine does not allow you to log on interactively." I've tried to set a policy that will work with the container that holds all of my users, but to no avail. I've also tried creating an "Organizational Unit" and again, no luck. Anybody got help?

You grant the "Allow logon through Terminal Services" user right to
the security group containing the users you want to have access. You
grant this user right through Group Policy -> Computer Configuration
-> Windows Settings -> Security Settings -> Local Policies -> User
Rights Assignment.
