I found these 2 links that talk about that particular setting the second KB
goes into much more detail.
It looks like it is a local setting for clustering on a a 2003 Terminal
server.

| What exactly is the GPO setting, "Session Directory Active" used for
| under Session Directory? I've seen that setting in Microsoft
| documentation but it isn't an option in my GPO settings in AD.
