Terminal Server not longer accepting connections

We had Terminal Server up and running in Admin mode for a
long time. Now we receive the error Server is too busy.
When I look it is not even listening on port 3389.
Nothing has changed.

Any ideas?

Any error messages in the system event log? Does the RDP-TCP listener show
as "down"?
