TERMINAL SERVER LICENING SERVICE FAILURE

I KEEP GETTING EVENT ID 29
Terminal Services Licensing can only be run on Domain
Controllers or Server in a Workgroup. See Terminal Server
Licensing help topic for more information.

Terminal Services Licensing is installed on a member
server that is part of a Windows NT 4.0 domain

How can I get this to work as Microsoft article 277917
says?
You can run Terminal Services Licensing on a member server
that is part of a workgroup or a Windows NT 4.0 domain.
