Terminal Server Cals for windows vista home basic

Ok since xp professional is no longer available to buy at outside
stores, what is a good plan for the purchase of Term Server Cals for
users that puchase home basic edition? as we have been doing a remote
desktop via citrix through a secure web server?

You need to have Windows Vista Business, Enterprise or Ultimate.
