Term Serv displays last user name on logon screen

Does anyone know how to set Terminal Server to NOT 'display the last user name' for logons. I have the security policies enabled to "do not show the last user name". It works for logons at the console but not for Terminal Server

The terminal server user name is stored on the client side, so setting a
policy on the server side is not going to effect it. The last user name is
stored by the remote desktop client software applet itself and really has
nothing to do with the server.
