Temporary Windows Files

typing in By clicking on Start then search then *.tmp I have found a lot of
temporary files.
is it safe to delete them?
 
Yes, after rebooting. Windows won't allow you to delete TMP file needed
during the current boot.

Try using Disk Cleanup (after a reboot).
