TempNER... files -- What are they?

In my Documents and Settings\...\Local Settings folder, I discovered several hundred files, all starting with the characters TempNER...followed by 8 alphanumeric characters, with various extensions such as exe, cab, dll, etc.

I have a hardware firewall and I keep Norton AntiVirus up-to-date, but these files look mighty suspicious. They take up several MB of space.

Can anyone tell me what purpose they serve and whether it would be a good idea to delete them?
