Hi,
I am try to make a fillable form but am having alot of trouble. I
want the filliable space to be a set width and i want the data underline
after it is entered. I would also like the rest of the doc to be locked so
you can't change anything... Am i wanting to much???

What you are talking about is what Word calls an "online form." Check this
