Templates: dotx vs. dotm

If I do not intend to use a macro in a template, it appears that
using dotx is the file format to use.

I have two questions:
a. is there some reason I should use dotm, even if no macro is used?

b. is there any downside to using dotm -- if only dotx is needed.

In case it wasn't clear, I'm using Word 2007.
