created a template with lines, arcs & header- footer with text boxes
but when new document with this template is opened,
1) drawing objects are not locked
2) drawing objects are only in first page

1. Did you remember to select "Lock anchor" (in the Advanced Layout dialog
box) for each graphic or text box that you wanted to lock?

Also, note that locking an anchor only means that you cannot drag the anchor
using the mouse. You can still cut or copy the object and paste it in a
different location. See http://word.mvps.org/faqs/drwgrphcs/anchors.htm.

2. You have to anchor the graphic or text box to a paragraph in the document
header if you want it to repeat (on all pages using that header). See
