Template with heading

I have a template where one heading inserts space before. This works fine.
However, if the heding appears on the very top of a page, I do not what thar
extra spece before. Is there a way to fix this?
 
Space Before is suppressed at the top of a page unless it follows a page or
section break. If the heading in question should always appear at the top of
a new page, remove the Space Before and apply "Page break before" instead.
Otherwise, avoid inserting manual page breaks and use other techniques to
assure proper placement. There is a Compatibility option to "Suppress Space
Before after a hard page or column break," but this doesn't apply to section
breaks.

Works perfect now! Is there a way to save this setting in the template? Or
do I have to go to each and every single user and change their settings?

If by "this setting" you mean the Compatibility Option, note that
Compatibility settings are per-document, not per-machine. You can set them
in Normal.dot or other document templates to apply to new documents, but
they will not affect existing documents. Since you should not be monkeying
with users' Normal.dot files, you should make this change in whatever
document template(s) users are using (presumably stored in a Workgroup
Templates folder on the server?).
