Template on Toolbar

Hi, I created a template and would like to open it with a button on the
toolbar. Can I do this. I know I can in Excel, and I am wondering if
Outlook has similar functionality.

I created a template that has people in the To: area and a body. I open it,
change the body a little than send it.

That still doesn't tell us what we need to know. Is this an Outlook custom form saved as an .oft file? A published custom form? Something else?

Not sure, I created a new mail and then clicked on File, save as, then
selected Outlook Template.
So when I want to use it, I have to click on file, new, choose form, user
templates in file system, the email template then opens up, I can then edit
the body and click send.
So, instead of having so many clicks to open the template, I was hoping to
put a shortcut on the toolbar, or desktop if need be.
