Template in MS Outlook

I created a web page (.htm) in Frontpage that I want to be the basis/format
for a lot of emails that I have to send out. The page just has an image at
the top and in the middle of that image, there's a text hyperlink that will
send the reader to my website. I want that to appear at the top of all the
email messages. I figured out how to do in Outlook Express (New / Send
webpage) but all my contacts are in Outlook, my main mail tool. Does anyone
know how to do this out Outlook? It is basically an e-newsletter.
