Template for Payroll manual

I have to create a policy and procedures manual for our Payroll department. Does anyone have one I can use as a starting point? I'm hoping to avoid re-creating the wheel, so to speak

Don't do it. In avoiding a wheel re-creation, you'll build a camel. When you
hear the phrase "nobody reads the manual" it's documents created like this
that come to mind. Just remember that the point of the exercise is not to
end up with a manual, but to end up with a Payroll department that functions
the way its managers want. Nobody else's manual will help with that.

In word, File | New + Publications tab and select the Manual template. This might give you a starting point.

If you are looking for a template for a manual, do not use the one that is
built into Word. Download the Word form of the article at How to Create a
Template, Part II
http://www.mvps.org/word/FAQs/Customization/CreateATemplatePart2.htm. This
comes with an excellentmanual template . (You may have to change the page
size for use in the USA.)

For content, Jezebel's comments are well taken. You want something that
describes (prescribes) the procedures you want your people to use. If you
are talking about a personnel manual, that is a whole different ballgame.
Those are documents that need to be worked on with HR people and lawyers
because they, in effect, become your employment contract. There are
commercial books available with the content that you could use as a starting
point.
