Because attaching a template to an existing document does not bring in any
text (including headers/footers) into the existing document. Nor does it
bring in any formatting except that accomplished through styles. Simplest
way to do what you appear to want is to create a new document from your
template and then copy everything from your old document (except the last
paragraph mark) into your new document.
