Temp Internet Files

I have always deleted temporary internet files but saved certain cookies
for logon and etc. Someone recently claimed that windows managed these
files. I am aware of windows managing swap files but temporary internet
files? This doesn't sound right. Is this true?

This could be loosely called managing, but it doesn't get rid of this info
which quickly becomes obsolete in some cases, and never removes old files
to my knowledge. These folders can supposedly actually slow down your PC if
they are allowed to accumulate?
Is this correct or I missing something?

You are missing something. Pages are dumped when the max file size is reached. So it stores up things to do then does a lot in one hit.
