can i clear the temp folder out completely with out doing

Usually, no. Well designed programs should treat the temp folder as a
spot for files that can be safely be deleted. So In Theory, the temp
folder can be deleted as you suggest.

There are some programs (Office, Kazaa, Acrobat and Internet Explorer
spring to mind) that create temp folders that are unsafe to delete. Also
some download managers store their partial downloads in the temp
folders. Deleting these files are undesirable.
Try and identify which program created what file, and notice the
behaviour of the program after you delete it. This should help identify
which files are safe to delete.
when i try to delete every thing in temp folder it
sometimes tells me that this certain folder is a program
and i may not be able to run this particular program,
Looks like there are some programs installed in the temp folder. Back up
the file, then remove it. Take note of the creation date, and think back
to what you did on that date. This helps identify the software installed
that program.

should i enable "show all hidden folders and files"
because in the temp folder it will tell me that there is
50 hidden files,
When you become a power user, you'll have that option enabled all the
time. It's one of the requirements to becoming a power user!
